collector or hoarder

Agree with the above options. The pengepul is a collector or hoarder of commodities to sell to customers.

thanks alot!

but 'keranda' as in 'keranda ikan'

Nov. 5, 09:59 GMT

middlemen

Please see if the translation fits your context. The following online text gives an example of its usage in English.

The coffee produced from smallholders' plantations in many areas of East Java is traded to variousparties, but most often to ***middlemen (pengepul).*** These middlemen are usually local traders, ortraders from other regions, who come to the farmers in the villages. They usually purchase the cropsdirectly from the farmers.

This usage differs from the dictionaries which translate pengepul(an) to "a billowing; puffing; steaming."
